He noted that the current pandemic affects all countries and regions of the world and all aspects of people’s lives. In this regard, the European Union points to the need to pay special attention to the growing impact of the pandemic on all kinds of human rights, democracy and the rule of law.

In emergency situations, the international law of human rights allows States to restrict certain rights provided that these measures are necessary, temporary and non-discriminatory, said Borrell.

“Pandemic coronavirus should not be used as a pretext for restricting democratic and civil space, respect for the rule of law and international obligations, and to limit freedom of expression, press freedom and access to information”, – said the head of EU diplomacy.
