the credit rating Agency NKR offered to take the example of China and enter the digital ration cards to support the Russians against the background of the pandemic coronavirus. Experts believe that this initiative has a number of advantages over the direct distribution of money to the population.

currently, a similar system of digital “emergency vouchers” is available in separate Chinese provinces and cities, writes “Rossiyskaya Gazeta”. Vouchers are awarded points that can be spent during the week on the most essential products.

In Russia, offer to implement this system in a similar way: each week, digital points will be awarded in a special Bank card, for example, fully electronic, are bound to phone numbers. Virtual money can be spent in grocery stores, alcohol and expensive goods that are not included in the list of priority, will be banned.

According to the Agency, the assistance program will cost tens of billions of rubles in a week. However, due to the principle of combustion points, about 20 percent of the money will be returned, which will reduce budget expenditures.

Earlier, the Russian government rejected the idea of handing out “helicopter money” – a one-time disbursement of funds to every citizen. As explained by the Minister of Finance Anton Siluanov, the rouble is not world reserve currency, so the government can’t just run the printing press. The head of the Central Bank Elvira Nabiullina has expressed concerns that giving money to the Russians would lead to the explosive growth of inflation.
