Also the drones need to be equipped with identification means in the flow of traffic, said the Ministry of transport.

Part of unmanned vehicles in traffic now needs legal regulation. For development of such scientific fields as highly automated and connected mobility you need to be in constant contact with leading domestic organisations, competence centres digital transformation, to take into account their scientific and technological capacity, said the Director of the Department of digital transformation of the Ministry of transport of Russia Dmitry Bakanov.

Drones are already being tested on the roads in the Vladimir, Leningrad, Moscow, Nizhny Novgorod, Novgorod and Samara regions, the Republic of Chuvashia, Khanty-Mansi and Yamalo-Nenets Autonomous districts, the Krasnodar territory, Moscow and Saint-Petersburg. Millions of drivers and pedestrians become unwitting participants in tests of new technologies. Because in addition to testing the cars themselves need to work out the establishment and management of “new” road infrastructure, according to the Association “Digital transport and logistics” (CTL).

As noted by chief analyst of the Association Andrey Ionin, in traffic legally defined areas of responsibility of all participants, the drivers themselves know what to do in case of an accident. “It is clear that unmanned vehicles there is a difficulty, because the cause may be associated with errors in-car systems and software”, – he stressed.

For this reason, the Association earlier proposed the transport Ministry to equip drones “black boxes”. This will allow trained experts to conduct an independent analysis of the accidents and to determine the “culprit”, which possibly can become a software developer. It will be the first step to creating a new legal base, said the Jonah.

drones have to be marked by some sign, for example, the additional visual signal (flashing light) on the roof of the car, so drivers know what they are doing on the road, according to the Association. The light should turn on only at the moment when the car goes into a driverless driving mode, and off when the car passes under the control of the person. “Then, by the example of cars, other drivers and pedestrians will be able to choose their actionsia when meeting with a drone,” explained the Association.

As noted in the Ministry of transport, the issues of legislative regulation of the possibility of using drones given special attention. Must also have the essential safety requirements during their operation.
