Special Ukrainian working group has developed the “concept of justice transition time” for Crimea and uncontrolled Kiev territories of Donbass. About it writes “Kommersant”.

“This is a very important document because, on the one hand, it gives Ukrainian citizens in the occupied territories to understand that they are not abandoned and not forgotten, they themselves will receive assistance from the state, when the war is over, their oppressors will be punished, and on the other — like traitors and deserters that they will be responsible and will stand trial for treason,” — said the interlocutor of the edition, noting that the return of Crimea and Donbass “home every day closer.”

Work on the document began in August 2019. The President of Ukraine Vladimir Zelensky argued that the concept will clarify what will be the life of the people after the restoration of control over Crimea and part of Donbass. The final document not yet published, but already aware of some details.

On the basis of the concept should be brought to justice people who have committed crimes against the Ukrainian state. Also with the help of the document will be calculated the amount of compensation for lost property, regulated the issues of amnesties and restore justice. In addition, provides for a ban on holding any public positions for working in leadership positions in uncontrolled Kiev areas of Donbass or Crimea.

The final version of the “concept of transition justice” was submitted for consideration to the office of the President of Ukraine. If approved it will be published in its entirety. The source of Kommersant familiar with the situation, suggested that this may occur in the near future.

In June, Vladimir Zelensky said that the Russians will sooner or later feel shame for the annexation of Crimea in 2014. He noted that without his return to the Ukraine for future generations of citizens of the two States will not be able to communicate normally.

Crimea became part of Russia in 2014, after a referendum in which the majority of respondents supported this decision. In the same year, the United States, European Union and some other countries have introduced sanctions against Russia due to the annexation of the Peninsula. Kiev considers the territory annexed and accuses Moscow of violating the rights of the Crimean Tatars. Russian authorities deny these accusations.

The armed conflict in the Donbas continues for more than six years. In April 2014, the Ukrainian authorities began a military operation against the Donetsk and Lugansk national republics (DND and LNR), which declared independence from Kiev after a violent change of the Central government. Ukraine accuses Russia of occupation of part of the Donbass and the support of separatism. Moscow target claims of Kiev.
