The banking community asks for four years to postpone the transfer to the domestic software and equipment critical information infrastructure. According to estimates of bankers, it will cost to credit institutions of more than 700 billion rubles, and the portion of these costs will fall on customers in the form of a rise in price of services and products. However, a number of foreign software and hardware in the foreseeable future to replace domestic simply impossible, experts say.The Association of Russian banks (ADB) 15 Jun sent a letter to Prime Minister Mikhail Mishustin with a request to postpone a four-year transfer to the domestic critical information infrastructure (CII). Currently the draft presidential decree and government resolution developed by the Ministry of communications, according to representatives of the banking community do not take into account “risks of large-scale disruptions of the functioning of objects CUES” because of the requirements specified in them, “in some cases, almost impossible”. Earlier, the national Council of financial market (NSFR) gave a negative opinion for these projects, and the Association of market participants of electronic money and remittances (de) asked the Ministry to postpone the entry requirements in force at least two years (see “Kommersant” on may 8).Evaluation of the ADB, for replacement of all software and IT equipment to banks-time will have to spend more than 700 billion rubles., and considering the timing, this amount could increase even more. And even in this case, as the letter says, “the average time of replacement, taking into account the continuity of activities and a constant transaction load of credit institutions is not less than three years.” “Even if the documents under discussion will be issued immediately, remaining until the end of the year, given the objective duration of the processes of search, analysis, testing, purchasing, implementing replacement solutions to replace the system (a critical system almost always serious) is almost impossible,”— noted in VTB. According to the Deputy Chairman of the Board of Sovcombank Alexei Panferova, most systems used in the Bank, historically due to the choice of the most optimal and its integration into the current business processes, on what was spent a substantial share of the profits. “The process of modernization will last for many years and will require large investments”,— he said. But the main problem, according to experts, it is not to tight deadlines, and that some programs actually have no analogues among Russian developers. As explained by ADB Vice-President Alexey Volokhov formally similar class and type Russian just looks like a foreign design. “In reality, the specialized functionality of such software may or may not exist at all, or to be level.not twenty years ago,” says ons the IT equipment, the situation is even worse. “The substitution of foreign IT products and services Russian is even more complicated due to the lack of domestic manufacturers of modern production technologies of electronics and element-component base”,— said in a letter to ADB. The Central Bank, which the Association sent a copy of the letter, promised to study treatment. There stated that “payments infrastructure of the Bank of Russia created by Russian developers”, not to mention the IT equipment on which it works. The problem is that ON their own development there are many large banks, but it is not in the registry approved for use. In the result, it is likely that the realized fears of the banking community that “in the conditions of decrease in business revenue and population financing the replacement of software and equipment will ultimately be passed on to consumers of services, which can be expressed in the increase of the cost of certain banking products and services.”In the government, “Kommersant” reported they would not comment on official correspondence.Maxim Builov, Eugene Kryuchkov
