At the disposal of “Kommersant” were the results of the industry survey on the reform of the mechanism of extended producer responsibility (EPR) for waste products and packaging. The study was initiated by the Vice-Premier of Victoria Abramchenko in response to a failed attempt by the agencies to make this mechanism workable. The results of the surveys allow officials to allocate interest groups in the industry, understand their motivation and to set regulation.A survey of companies and experts dealing with municipal solid waste (MSW), on the reform extended producer responsibility (EPR) for waste products and packaging held “Russian environmental statement” on the initiative of the White house, or rather Vice-Premier of Victoria Abramchenko. But in the latter case it is proposed to specify requirements for the Association and to create a white list of processors. However, importers can deprive (to reduce costs), leaving them with only the possibility of payment of ekosbor (respondents noted the need to create transparent mechanisms and purposes of its expenditures).For further discussion of improving the ROP of Victoria Abramchenko decided to divide the stakeholders into subgroups on the implementation of the standard disposal (meets Ministry of environment); administration of ROP (Rosprirodnadzor); waste management and disposal (Ministry of industry and trade); economic conditions for increasing the level of utilization (Ministry of economy); the charging principles and mechanisms of spending ekosbor (MEP). The composition of the subgroups should be defined prior to July 30, on the discussions mandated to report to the government on 17 August and 1 September.Alexey Shapovalov
