At the disposal of “Kommersant” were the results of the industry survey on the reform of the mechanism of extended producer responsibility (EPR) for waste products and packaging. The study was initiated by the Vice-Premier of Victoria Abramchenko in response to a failed attempt by the agencies to make this mechanism workable. The results of the surveys allow officials to allocate interest groups in the industry, understand their motivation and to set regulation.A survey of companies and experts dealing with municipal solid waste (MSW), on the reform extended producer responsibility (EPR) for waste products and packaging held “Russian environmental statement” on the initiative of the White house, or rather Vice-Premier of Victoria Abramchenko. The need to ascertain the views of industry have arisen due to the fact that the mechanism of the ROP, launched in 2015, and not earned. Ministry of natural resources, we have tried to solve the problem of creating a government monopoly managing the fiscal target of payment from private companies (see “Kommersant” on March 3).The survey involved 65 respondents: 31 manufacturer or their associations, six experts and representatives of authorities and 28 of the waste disposers.Regarding the General effectiveness/ineffectiveness of the ROP the opinions of the respondents are equally divided. Therefore, according to “Kommersant”, in the Victoria Abramchenko consider the opportunity to introduce this standard for recycling packaging, and then gradually increase the thresholds by groups of goods with an eye to existing and planned to introduction power. This will avoid the jump in retail prices for goods (to evaluate the likely enhancement from manufacturers and officials vary greatly).According to “Kommersant”, according to the survey, the government began to lean to the possibility of transferring responsibility for the packaging on those it produces,— removing that burden from producers of packaged goods. However, the option of migration is discussed only in relation to manufacturers, importers, likely to be responsible for product and packaging.The government and the respondents agree that we should leave the possibility of independent (or through Association) as the disposal of packaging and goods companies. But in the latter case it is proposed to specify requirements for the Association and to create a white list of processors. However, importers can deprive (to reduce costs), leaving them with only the possibility of payment of ekosbor (respondents noted the need to create transparent mechanisms and purposes of its expenditures).For further discussion of improving the ROP of Victoria Abramchenko decided to divide the stakeholders into subgroups on the implementation of the standard disposal (meets Ministry of environment); administration of ROP (Rosprirodnadzor); waste management and disposal (Ministry of industry and trade); economic conditions for increasing the level of utilization (Ministry of economy); the charging principles and mechanisms of spending ekosbor (MEP). The composition of the subgroups should be defined prior to July 30, on the discussions mandated to report to the government on 17 August and 1 September.Alexey Shapovalov
