the Head of the Duma Committee on energy, Paul Zavalny supports the initiative of the Ministry of energy to reduce the period of moratorium on fines for delay of payment utilities: these measures should be applied having regard to the situation in the regions.

the reduction of the term of the moratorium on penalties for public utilities was discussed earlier in the meeting of the working group of the state Council on energy and on the meeting of the Commission for energy Union.

the Deputy noted that the decision, according to which penalties for nonpayment of utility services will not be charged until the end of the year, was taken in early April, did not understand the nature of the pandemic coronavirus. Currently, there are already forecasts of the situation and its outcome, in this case, according to him, are clear and consequences from the point of view of discipline of payments.

“power companies have to prepare for the upcoming autumn-winter period in conditions of reduction of payment discipline and reduction of revenue. This creates certain risks”, – the press service quoted head of the Committee.

In my opinion, it is logical not only to support consumers who find themselves in a difficult situation, but also to reduce non-payment risks for companies supplying the energy, – said Pavel Zavalny. – And reduce the duration of the moratorium depending on the expiration period of isolation and quarantine measures, taking into account different situations for different subjects and categories of consumers, as proposed by the energy Ministry.
