According to the national project “Housing and the urban environment” by 2024 in the solution of questions of creation of comfortable urban environment will have to involve at least 30% of local residents. In the standard, on which work lasted for more than six months, included recommendations on the work with residents, starting from scoping studies and ending public control in the construction phase, as well as their participation further use of the landscaped area. Among the formats of involvement of citizens – such as information, advice (for example, interviewing residents, conducting tours, children’s competitions), and participation (practical workshops) and partnerships (creation of mechanisms of co-financing of projects, supervision of project implementation, etc.).
“the Active participation of different groups of residents, organizations and businesses need to create really compelling public spaces that minimise conflicts and contradictions, exceptions, errors improve public land,” – said Deputy Minister of construction and housing and communal services Maxim Egorov. Residents, he said, will move from the status of an observer in the status of “responsible owner” of the city. The standard should be for municipalities a kind of cheat sheet with step-by-step algorithm of actions. “Public involvement is necessary in the first place, to create spaces that will take into account the opinion of various social groups. “Standard will determine how citizens will be able to participate in the formation of a comfortable urban environment and to improve the efficiency of all processes of urban development, – said Deputy Chairman of Committee for housing policy and housing and communal services of state Duma Deputy Sergei Pakhomov. – It is worth considering that, although the basis of the standard includes the best international and domestic practices, it is not final. We will constantly work on it and improve it in the process. And, of course, do not forget about the main goal, which created this standard – first of all, it needs to ensure sustainable social and economic development of public areas, and not become a tool to lobby someone’s private economic interests.”
Until the end of August will be a pilot implementation of the standard in several Russian regions. As explained “RG” in the Agency for strategic initiatives, pre-expressed willingness to participate in this Volokolamsk, Pskov, Krasnoyarsk. An experiment is also proposed that the participating cities prograwe will “100 city leaders” – in particular, Kaliningrad, Yakutsk, Nizhny Tagil, Tomsk, Petropavlovsk-Kamchatsky, Surgut, Saratov.
Later, taking into account the results of approbation of the standard will be adjusted to the end of the year approved by order of the Ministry as guidelines for use by all municipalities in the implementation of the project “creation of a comfortable urban environment”.
