The Federal Antimonopoly service (FAS) wants to monopolize the market of ground handling in airports. It is assumed that in the larger harbors will work a minimum of two ground handling companies, one of which is independent. This idea was discussed last years with the filing of the carriers, which at the same time opposed the practice of charging airports ground handling fees from companies for the use of the infrastructure. The FAS has prepared draft amendments to the rules of ensuring access to services of natural monopolies in airports — the document is aimed at demonopolization of the market of handling services (handling) at major airports. The project envisages the duty of the owners or operators of airports with annual passenger traffic of more than 500 thousand passengers (or a turnover of more than 12.5 thousand tons) “to ensure the presence of at least two operators, including at least one independent, according to the types of services that are possible in a competitive environment”.The owners of the airports would be able “to charge consumers on a contractual basis a fee for the use of infrastructure”. The explanatory note States that the airfield is now the property infrastructure of the airport are owned by the main operator, who shall bear all expenses for their maintenance and the maintenance in operational condition. The issue of providing access to the infrastructure of the airports of independent operators and consumers was raised on the basis of the Commission on transport of the RSPP in 2018. In the materials stated that monopolization leads to low level of competition and, consequently, a decrease in the quality of services. Reference was also made to infrastructure and tax — like payment, leading to increased cost of services of air carriers. Then the Association of air transport operators (aato) was offered by the FAS to implement exactly is given in the project design with a minimum of two operators at major airports, as well as to provide free access to the infrastructure. Some Russian airports, in particular, Domodedovo, Pulkovo, Koltsovo (Yekaterinburg), Platov (Rostov-on-don), the airports of Vladivostok, Simferopol and Krasnodar — have several years of levy of infrastructure fee from ground handling companies. In the regulatory framework such a levy not issued. At Sheremetyevo, “b” said that they have created and developed a competitive environment in the sphere of ground handling (two operators), refueling activities (three operators), catering (two operators), cargo handling (two operators) and other activities. In Domodedovo they also say that for equal conditions of access of consumers to the infrastructure of airports and facilities in airports, in connection with what is the airport one of the first in the country embarked on deregulation of ground handling market. But the liberalization of the market handling you need to look broader, think there needs a common rule that would define the order of admission of third-party operators to the activities at the airport, has established unified requirements to quality of services and clearly defined the responsibility of the operator. In the law, these rules do not exist. Also in the company are encouraged to consider the objective market situation: at present not all types of aviation activity there are several operators. The collection infrastructure at Domodedovo say that for the production of most services operators need to use a separate infrastructure of the airport: for example, to perform the procedures of registration of passengers and baggage require a front Desk, baggage handling system, the access to information systems and airport communication channels and so on. This should happen on a paid basis, I think there as to the creation, development and maintenance of infrastructure consumes financial resources. To create an alternative infrastructure for the provision of a service of the airline at the airport is ineffective, and in some cases impossible, to conclude in the company: “for example, there is no possibility to install a second system for centralized refueling of aircraft, or it makes no sense to set the operator’s reception, as the current number of racks provides full design capacity of the terminal”.Olga Nikitina
