the head of the HRC Valery Fadeev broadcast a radio speculate about chipping and related hazards. Then it came under a barrage of criticism: he supposedly supports obscurantist theory, voiced by Nikita Mikhalkov in a controversial edition of the program “Besogon” – bill gates supposedly wants to microchip people under the guise of vaccination to control the world. We caught up with Valery Fadeev, to clarify his position.

– as for the chipping and vaccination — I did not say. Well, Yes, bill gates is vaccinating, but that’s another topic. Someone suggests that he allegedly was going to do both. I don’t know. Unlikely. It’s just not necessary, – said the “MK” Fadeev.

– Patent, Microsoft, involving, in particular, the possibility of chipping, as we know, do exist. It stipulates that people will be able to receive compensation in the form of cryptocurrency if they perform certain actions. Then there are people, in fact, voluntarily will wear electronic dog collars…

– I had in mind when he said that capitalists were smarter than the authors of dystopia. All dystopia is said about the punishment. Misbehave you get punished. Remember Orwell. Here is more tricky: behave correctly and receive a reward. Don’t want to behave — in the end turn out to be marginal. There is a play on the weakness of man. That’s what is dangerous. It should pay attention. Discussion was required. Begin to play on the weakness of man and driven into a zone where he is forced to commit because of their weakness, those or other actions.

– I, of course, convenient to have a Bank card tied to the phone, to pay, for example, for tickets. But therefore I voluntarily give their data. As a result, I get something called the big date: data on consumer behaviour or migrations of large masses of people. This is the element management system…

– Here two dangers. If we talk about the movements of the masses, not identified specifically as, for example, Ivan Ivanovich Ivanov, let them collect data. But let’s say we are talking about that would be to introduce a system of identification of persons in Moscow. Why? If talking about the flow of people in transportation, why to identify them?

If the FSB is looking for the criminal, terrorist, she’s looking for a specific person. The task for the system to be in this case to determine “he” or “him.” If “not he” – and it is not necessary to identify it. And geeks are addicted to, say — we have such power, we will all identify. There is an ethical question. I urge to begin to discuss these issues. Not to say “no”, but to begin to discuss.

Plus, there is a problem of leakage. How many of us information about how the data flow — from the same Facebook recently, it seems, 70 million leaked data. We can buy credit customers, users, and mobile operators. The second danger — the danger of integration of all these databases. In many countries this issue is being discussed and in some places this integration is already prohibited. It is also necessary to discuss.

– Because having in one database all data on a person, we can come to what is now driven around in China, the introduction of so-called social rating?

– Yes. It’s very tempting. If we all know about the man if we are watching his every move, let’s we manage it. The Chinese have their own life let them live how they want. But let’s we discuss – we need to go this route? Or we need to build a red line that cannot be crossed? We need a public discussion.

– the “Smart city”, which you referred to, provides, for example, the introduction in daily life medical sensors (yet wearable, such as on clothing). It is convenient — a person is ill, the ambulance travels at a signal from the sensor. But at the same time formed the history of man for the insurance companies…

– If we talk specifically about the chipping. It’s already there. There is a unique operation, when implanted into the brain of microprocessors restore vision to people. This is a phenomenal operation. But there is a specific task — to return the person’s vision or perhaps hearing. And immediately there are ethical problems.

If the human brain is something is implanted then there is a temptation not only vision this man to do. But to control it. And futurists say, will soon arise literally man-machine system. From the point of view of clean technology: Oh, how beautiful. And from an ethical point of view? From the point of view of human rights? From the point of view of tradition? How is this acceptable? I understand not answering questions. I’m trying to ask these questions. I believe, but requires an in-depth discussion in society of these problems. You should not give it at the mercy of the techies.

– But now we can talk about man-machine systems. Let the smartphone body is not embedded, but it’s in the hand and, by and large, controls in some cases person of his decisions…

– We can’t stop progress. You can’t ban digitalization, electronic gadgets. So I have talked — 43 thousand schools want to equip a huge number of smart cameras. Why? What will these cameras? How they will ensure the safety of students and teachers? That no one explains. Supposedly, the extra people will not be able to go to school. But here the watchman sits there, he, too, is all a person knows. Why, then, a hundred cameras, if there is one watchman? And if indeed the attackers voruutsmiling in school, how these cameras will stop them?

Have to think how to effectively use the achievements of science, achievements of digitalization. It is reasonable to use. It is clear that the first thing that comes to mind is surveillance and control. My position as head of the HRC — less spying and more convenience to the people.
