Maxim Kozlov, the President of the Association of the fishing enterprises of Sakhalin region:

Protected areas are necessary: they provide the conditions to sustain populations of all species of flora and fauna. But some of them created in the USSR, in my opinion, we need to reassess. For example, the development of the Kuril Islands significantly constrain the sanctuary and reserve. After all, where people live, it is necessary to provide the infrastructure to make the road. But even garbage disposal in the territory of the Kuril Islands is practically impossible. There is simply no land, where it can be arranged – a complete Spa. Another example. Allocated funding for the construction of the road. There is a quarry where it is possible to produce a building material, and to develop it not: it is especially protected territory. Great difficulties faced by the fishermen. This year the Ministry of nature of Russia, previously allowed the production of scallops and sea urchin in the Small Kurils reserve, refused to fishers, seriously undermining the economies of small and medium enterprises. It turns out: we limit economic activity, giving the opportunity to develop their own areas where people live.

Dmitry Lisitsyn, the head of public organization “Ecological watch of Sakhalin”:

– to Lobby for the reduction of protected areas in our region with its unique conditions, with full-timeü a large number of factors of negative influence on environment is barbaric. Now economic development on the island is in full swing. Build the pipelines, roads, develop a career, develop agriculture, chop wood, catch fish in huge quantities. But the protected area only reduced. For example, not created any protected areas to preserve the population of Sakhalin taimen, listed in the Red book of Russia. Once this relict species of salmon (age of dinosaurs) were found on Sakhalin everywhere. Now he disappears. We have a prevailing view: nature protection hinders economic development. Alexander Bolotnikov, Deputy Chairman of the Committee of the Sakhalin regional Duma on social policy:

– unfortunately, not always the Executive government is ready to cooperate with the representative in respect of specially protected natural territories. At the time, was a Federal law governing the creation and abolishment of protected areas. According to him, such changes occurred only after the adoption of the Federation law. Now, to appeared or disappeared protected area, only need a decision or decree of the Governor. It’s not normal. The Sakhalin deputies intend to leave the initiative to change the legal norms.
