The Federation Council will oppose fines for dog barking or a car alarm in the night

MOSCOW, 27 Jun – RIA Novosti. The Federation Council will oppose the proposals of the Ministry of justice to include in the new Code of administrative offences fines for violation of peace and quiet in the night, in particular, for barking dogs or alarms, said RIA Novosti Chairman of the Federation Council Committee on constitutional legislation Andrey Klishas.

Earlier, the Ministry of justice of Russia proposed to punish not only those who make noise from 23.00 to 7.00, but those who violate the order “in the form of omission” – for example, calms the barking dog or repairing a car alarm. Clarifies that such wording would help to bring to justice not only people disturbing the peace and quiet of the active actions (loud music, playing musical instruments, repair), but also those who do nothing for their support.

the Senator noted that the Ministry proposes to introduce administrative liability for infringement of silence and rest of citizens at night, perfect in the form of inactivity.

According to Klishas, the uncertainty of the proposed rule is a possible corruption of the sign.

the Senator also noted that these proposals were not discussed at meetings of the interdepartmental working group on the preparation of a new Cao, although it was created to ensure that all proposals have been thoroughly discussed and adopted the correct form when you include them in the bill.
