As stressed by the speaker of the upper chamber Valentina Matvienko, the register does not collect new data about the citizens, but only consolidates the available information. The composition of the information about individuals is restricted and it will be closed. In General, the register “urgently needed to provide social assistance to families”, said Matvienko.
the Government has proposed to adopt such a document in order to systematize the information contained in state and municipal information resources.
under the new law, the Federal tax service will be the operator of the register. Behind it will be assigned to a function for the protection of personal information contained in the General database.
What data will contain a single resource? First is basic information: surname, name, patronymic, date and place of birth and death, gender, details of the record of civil status act of birth and death, SNILS, INN. And secondly, additional: marital status, kinship person. According to the NRF, the Foundation of a new resource of more than 500 million records of acts of civil status.

The senators noted that people will be easier to obtain various documents and information – they do not have to repeatedly submit the same documents in different structure.

In FNS consider that the appearance of the register will improve the quality of economic forecasts, will allow to collect the statistics relevant for the provision of support measures, including various allowances. In the register will not contain information of a medical nature, biometric data, phone numbers, barcodes. In this case, when the base formation will be used only for domestic software and hardware to avoid data loss.
