Amendments to the administrative code it is proposed to adopt the second reading of the bill on the punishment for illegal security activity. This is done to speed up consideration.

For offences proposed to establish fines for citizens in the amount from 15 to 40 thousand rubles, for officials and entrepreneurs – from 50 to 150 thousand rubles for legal entities – from 200 to 500 thousand rubles. As alternative penalties for organisations and individual entrepreneurs possible administrative suspension of activity for up to 90 days.

if the specified violations resulted in harm to human health or human death, but do not contain evidence of a crime, provides for the imposition of an administrative fine on citizens – from 150 to 300 thousand roubles; on officials – from 300 thousand to 500 thousand roubles or disqualification for the term from 1 year to 3 years; for individual entrepreneurs and legal entities – from 500 thousand to 1 million rubles or administrative suspension of activity for up to 90 days.

The penalty to a fine from 500 thousand to 1 million rubles, or deprivation of the right to occupy certain positions or engage in certain activities for a term up to 3 years, or compulsory works for the term up to 3 years, or deprivation of liberty up to 3 years.

the Violation of sanitary-epidemiological rules, entailed on imprudence death of the person, or paired with the deliberate endangering of mass disease and poisoning of people, is proposed to punish by a fine from 1 million to 2 million rubles, or deprivation of the right to the profession for a period of 5 years, or compulsory works for a term up to 5 years, or imprisonment for up to 5 years.

In the case that the failure to comply with sanitary and epidemiological rules will result in the death of two and more persons, proposes forced labor for a term up to 5 years, or imprisonment up to 7 years. The investigation of this, serious categories of crimes within the jurisdiction of the Investigative Committee of the Russian Federation, less serious category – the jurisdiction of the internal Affairs agencies.

Pavel Krasheninnikov has underlined that in the conditions of a pandemic, strict adherence to quarantine citizens and other prescribed sanitary-epidemiological measures will help our country to cope with the dangerous virus with minimal losses. This will reduce the possible spread of the disease among the population and its consequences.
