Members of dissertation councils and official opponents of the thesis could not physically be present at the meeting, if between them and the other participants provided audio-visual contact. The proportion of members of dissertational Council, involved in the protection of remotely, should not exceed 2/3 of the total number of participants. Remotely the degree is awarded on the basis of open voting.
This format, according to the government, will not interrupt the operation of the state system of scientific promotion in the period of validity of restrictive measures and at the same time to protect older people who work in the dissertation councils.
