The Finance Ministry has proposed to double the mandatory quota for small and medium business in purchases of the state, increasing it from 15% to 30%. Entrepreneurs are willing to expand the quota, but would that happen with a mandatory share in the procurement of state-owned companies, which the Ministry of Finance yet does not promise. For such customers, the White house is now occupied by the quotas of a different kind — the government yesterday considered amendments on the introduction of state-owned companies the obligation to specify in the procurement contracts of the country of origin of goods that the authorities can monitor the performance of fresh rules on quotas for domestic producers.The Finance Ministry has proposed to double the quota of small businesses in the procurement of the state — from 15% to 30%. This initiative is aimed to first Deputy Prime Minister Andrei Belousov — if approved it will be shipped in the upcoming “optimization” package of amendments to the law on public procurement (FZ-44). The introduction of this bill to the state Duma, according to Deputy Finance Minister Alexei Lavrov, is scheduled for July 16. The amendments already have measures to reduce the financial burden on small business. At the same time such information will allow to take into account the share of purchases from Russian suppliers for the national projects — the idea of quotas is also being actively discussed by the supporters of protectionism.Along with the regulatory support of business authorities continue to make financial injections in the social sphere. Yesterday, besides the changes of the budgetary legislation in order to increase public spending the government has distributed a new batch of funds to help people. In connection with the renewal of the “presidential benefit” Prime Minister Mikhail Mishustin reported on the allocation of the reserve Fund of RUB 7.5 billion for clinicians working with patients with coronavirus and 3.5 billion roubles for social workers. Also, the authorities allocate over 4 billion rubles for the creation of temporary jobs, including temporary work at enterprises, perevodchik employees to part-time employment.
