Valentin Nikolaevich, recently, the campus was visited by the Minister of science and higher education of the Russian Federation Valery Falkov. What did you discuss? What was the emphasis?

Valentin Parmon: It was the first working visit of Minister of the Urals, and he is associated with his desire to see firsthand the potential of the Siberian branch of the Russian Academy of Sciences. For us it was important to show that ran – fully functional structure that can execute any order of the state. Here, scientists not only write articles, but also ready to scale their innovations in new industries.

First of all, this is an experimental production of the Institute of nuclear physics. G. I. Budker SB RAS (BINP). Here is a unique scientific and technical equipment – accelerator complexes, which is now used for the INP and other scientific centers in Russia and abroad. In the near future, this manufacturing base will be used to create the key elements of the Center of collective use (CCU) “the Siberian ring photon source” (SKIF).

SKIF – core project of the program “campus 2.0” and one of the largest for the Novosibirsk region in terms of construction, borrowed funds, and shares. At its creation allocated about 37 billion rubles.

According to forecasts, the development of the NSC will require to 2024, doubling the number of researchers and employees in the innovation sphere to 65 thousand people. Those who are now studying in universities. How, in your view, to attract young people to work in science centres?

Valentin Parmon: At the meeting Valery Falkova with the rectors of Novosibirsk universities were discussed difficult, especially for this year, the problem of employment of graduates of higher educational institutions. Only in the Novosibirsk region their eleven thousand. And they all need to have a job. Preferably in Siberia.

We are interested in the position to be allocated in a more focused way – to the creation of a youth laboratories aimed at fulfilling the orders of the government of the Russian Federation for the integrated development of the SB RAS. There are a number of priorities on which we would like to form such groups.

last year at 75 institutions were established such laboratories. This collectives, which were overdue, but needed funding. Now three years allocated additional funds – almost 1.5 billion rubles annually.

There are other problems that need to be addressed at the state level. For example, guys who come from universities into scientific institutions and will be engaged in the project SKIF must have their homes. And not the hostel. Needed market rental housing – affordable, accessible and comfortable – if we want well-trained young people remained in the regions and in the country.

Another question requires a quick solution. Now there is a rule in which the wage level researcher should not be below 200 percent of the average wage in the region. As in Moscow, this figure is many times greater than outside, the research staff in the capital, the salary three to four times higher than their Siberian counterparts. It definitely needs to be changed. For the same work, the specialists of the same level receive the same salary. Otherwise, do not stop the brain drain from the regions.

Valentin Parmon: Any new promising research themes should be picked up by the youth. In chemistry it is the transition from oil and gas to new and renewable, especially plant, resources. I See a great lack in training: in schools and universities is almost totally absent purposeful formation of future leaders of science. Earlier there was a system of selecting those who may become leader of the team. For example, there is now promising research themes, there is money allocated for research. But there is no one who could lead, could lead. This is a huge responsibility, int��the value, and young people do not want themselves to take it.

In addition to the head of the Institute of Cytology and genetics SB, included two medical and one agricultural institutes SB RAS. They complement each other and give good result. As you know, about NovosibirskI is the only subject of the Federation, which are generated from two genetic center. One – on the basis of Cytology and genetics SB (consisting of the Kurchatov center for genetic technology), the second – on the basis of state research center “Vector”.
