the Government submitted to the state Duma draft amendments to the Code of administrative offences, under which it is proposed to increase the penalties for violations of the debt collectors. The document was published in electronic database of the state Duma.

So, the government proposes to increase the penalties for the Commission of a lender or acting in his best interest to face the steps which are directed to return debt in violation of the law.

For officials the penalty will make from 20 to 200 thousand rubles. Also provides for the possibility of disqualification for the term from six months to a year. Now the size of the fine is from 10 to 100 thousand rubles, and for legal entities — from 50 to 500 thousand rubles (now — from 20 to 200 thousand rubles).

In particular, the debt collection are not valid expressions and other actions that humiliate honor and dignity of the debtor and other persons, as well as the disclosure of information about the debtor, overdue debt and debt recovery and other personal data.

In the explanatory note to the document says that the Federal bailiff service (FSSP) often receive complaints about violations of the debt collection from credit institutions and their representative structures.

the bailiff is empowered to deal with such offences. According to the authors of the document, this will reduce the workload of the courts.

In February it was reported that employees of banks, microfinance organizations and collection agencies offer to grant the right not to disclose his name to the debtors. The Ministry of justice of Russia explained that in this way the collectors will be more protected from the aggression of the interlocutor.
