Russia and the West: the

Western society have an important decision to make — namely, you must decide how will the relations with Russia in the new decade. The question is, what can you expect from the relationship between the West and Russia? Ambitious changes or will maintain the status quo? with In Polish Radio this issue was discussed by the doctor of the Polish Institute of international Affairs Agnieszka Ligocka and editor of the journal New Eastern Europe Adam Reichardt.

earlier, the international community has stirred up a statement of the President of France Emmanuel Makron about “brain death” NATO and the necessity of dialogue with Russia. The French head of state noted that this dialogue should not be naive. the Agnieszka Ligocka commented on whether a reboot is required in relations between the West and Russia:

As the expert last year, I see that in the political and social environment there are opinions about what needs to talk with Russia, because after so many years, and need to think about the beginning of a new dialogue on a new format of negotiations with the Russian Federation. What was the reason? For a discussion on the possible restart or the beginning of the dialogue was influenced by external factors. External circumstances have changed, but Russian foreign policy has remained the same: a revisionist and aggressive. Russia has used the past 5 years since the signing of the Minsk agreements and 6 years since the beginning of the conflict in Ukraine. During these five years, taking part in the military conflict in Syria, undermining the interests of European countries and the United States in the middle East, she drove West to start negotiations. We are now seeing the implementation of the ambitious plan of Moscow about Africa. Their presence in ettheir regions Russia is forcing the West to conduct a dialogue with it, forming together with it a new alignment of forces, a new international order. Russia realized one very important thing — the West, as a community, a civilization project, is falling apart. Moscow is trying to use it to change the balance of power to become one of the most important elements of a “concert of powers”. Russia has always perceived the United States as an equal partner. Therefore, Moscow is trying to use other players, provoking them to force America to conduct a dialogue with it. Russia is trying to become the decisive player, cooperating with China, taking part in military operations in the middle East and Africa.

According to Agnieszka Legutko the more important elements of influence on the attitude of the West towards Russia are the administration of the President of the United States and China:

the Administration of Donald trump in some degree, provoked the spread of anti-American sentiment, including in Europe. Taking into account the unpredictability of American foreign policy, other players, such as France or Germany, trying to plot your position, realize their ambitions and projects. The second element that caused the change of attitude of the West towards Russia was developing very fast and the emergence in Europe of China. He ceased to be one of the poles of international politics, became a player who cannot be ignored to be reckoned with. China competes with the United States. In this situation forces the countries of the West, especially Western Europe, are starting to think about the fact that Russia may become a kind of alternative. Meanwhile, Poland should forge a strategy for dealing with the situation, when Western countries want to start a dialogue with Russia. Good relations with the West, preserving the unity of the Russian question will give Warsaw an opportunity to put forward their conditions on dialogue with Moscow.

In Europe, the growing tension, because in Washington are increasingly talking about the need for dialogue with Russia and a more open attitude to this country, — said the chief editor of New Eastern Europe Adam Reichardt:

I caught the eye of the text, dated June last year, which was published in a very influential mestrenova Time magazine. The authors of the text are Eugene Rumer and Richard Sokolsky of the key analytical center of the Carnegie endowment. They argue that Russia is not changing, and now is the time to restart relations with Russia, to begin strategic dialogue. This is another sign that in Washington, even the circles that are not associated with Donald trump, you start to think in this direction. The truth is that there is no common position towards Russia. If we look at the administration of Donald trump, first of all, it is necessary to consider the sanctions policy, which is directly connected with the situation in Ukraine. The first sanctions were imposed in 2014. Then Congress passed new provisions against Russia and expressed support to Ukraine. In 2017 President Donald trump has signed a law that strengthened sanctions against Russia. Do not forget that the us sanctions policy is not addressed to the Russian Federation as a state, but rather persons who are guilty of the situation in Ukraine, and form an aggressive policy of Russia. On the one hand, we can say that the US is a very tough policy towards the Russian Federation. Economic results in the face, but they still have not changed the behavior of the Kremlin. In Washington are debating whether the sanctions are effective. It seems to me that Russia is pleased with this fact.

Adam Reichardt notes that, in analyzing Washington’s attitude to Moscow, you must pay attention to the attitude of Donald trump to Russia:

If you analyze the statements of President Donald trump on the topic of Russia, it seems that he is a big fan of Russian politics and President Vladimir Putin. Of course, we can put a question mark about his personal ties with Putin. We know Donald trump personally or on the phone talking with the Russian President at least 16 times. We know that publicly Donald trump very positive comments about Vladimir Putin, and respects him. The Minister of foreign Affairs of the Russian Federation, Sergey Lavrov, was several times at the meeting in the White house. The last time he was there a few months ago, in December. We also know that Russia interfered in the elections in 2016. Many experts expect that the interference in the elections, which will be held this year will be even bigger.
