the Ministry of health of Russia has prepared a draft order on changing the procedure for conducting medical examination of drivers and candidates for drivers of vehicles. The document was published on the Federal portal of projects of normative legal acts.

“the Draft order including the mandatory determination of the presence of psychoactive substances in the urine in the solution of the question of medical admission to management of vehicles”, — stated in the explanatory note to the document.

In the explanatory note to the document explains that the draft order aimed at improving organizational forms and methods of early detection of substance use within the framework of medical support of road safety.

the Agency notes that the provisions of a document take into account the social importance and the necessity of combating the use of psychoactive substances among drivers and candidates for drivers of vehicles, and formation of a unified approach to the organization of this work.

As emphasized in the Ministry of health, the draft order prepared by “taking into account the peculiarities of the modern trends of substance abuse disorders and clinical significance used in the world practice of laboratory diagnosis and of the results of additional analysis of the methods used for medical examination on presence of medical contra-indications to management of vehicles”.
