Tolstoy became one of the twenty Vice-presidents of PACE. They are elected at the beginning of the year at the winter session of the Assembly. Vice-speakers in the absence of the President carry out his functions, conduct meetings and debates, as well as on behalf of the Chairman performs Executive functions.
