– the ROC and RCC who are co-founders of the Russian anti-doping Agency, in the last days received from members of the press many questions concerning possible financial misconduct by RUSADA, illuminated in one of the electronic media. We consider it appropriate to clarify the situation, – said Stanislav Pozdnyakov. In accordance with the legislation of the Russian Federation and the Charter of RUSADA, the exclusive competence of the General meeting of members of the Russian anti-doping Agency, that is, the ROC and RCC are classified as annual auditor for the audit of financial and economic activities. In violation of the rules, the auditor to examine the financial statements for the year 2018 was not approved in the procedure established by regulatory documents. In the bypass procedure, the apparatus RUSADA 30 April 2019 was introduced to the General Assembly the issue of approval of auditor for the year 2018 “hindsight”, along with a ready report.
According to the head of the ROC, initially selected RUSADA auditor is not even in the top hundred in Russia rating, and has not been agreed and approved by the General meeting. Content prepared the report for the 2018 ROC and RCC have any questions. In the end, the General meeting of the members of RUSADA refused to approve, and the auditor, and the report itself. The principled position of the ROC and RCC was to find a new audit organization in the top 10 in the country in this field. It was the company “FinExpertiza”, which was approved by the Chairman of the Supervisory Council RUSADA Alexander Ivlev.
As said Stanislav Pozdnyakov, “because funding RUSADA has devoted a substantial amount of funds of the Federal budget, members and founders of the organization decided to conduct an audit of not only financial statements but also the verification on the assessment of the operating effectiveness of the internal control system regarding business processes, that is, compensation of employees, purchase of goods and services, and so forth.” The results of the audit were transferred to the Russian Olympic Committee as a client audit.
– Contrary to the claims of General Director RUSADA Yuri Hanusa on his online press conference on 10 July, in-depth audit revealed a number of significant violations – continued the meeting. – We have decided to transmit this report to the Supervisory Board whom I trust. Now the expected results of the evaluation following the meeting of the Supervisory Board. Ready to respond in the framework of their powers. Most importantly, I will emphasize again: CEO tried to “reverse” number, and approve the auditor and his report.
Pavel Rozhkov was further explained that the position of the ROC and RCC on this issue is fully shared. And Rozhkov stressed: the work of RUSADA on the content of the claims not��, no bias exists. “The purpose of the audit was to verify the content of RUSADA activities linked to the testing of athletes”, – said the first Vice-President of PKR.
