MOSCOW, may 26. /TASS/. Reference in the explanatory Memorandum to one of the presidential bills, the new provisions of the Constitution, which should come into force only after nationwide voting, legally valid. On Tuesday told reporters press-Secretary head of state, Dmitry Peskov.

He stressed that such a reference to the updated Constitution is not made in the bill, which was introduced in the state Duma, namely the explanatory note to him. “Since these amendments on the agenda, it is quite normal that refer to them and refer to them in the course of drafting the explanatory note. There’s no catch, no legal errors,” — said the representative of the Kremlin, commenting on the relevant references in the explanatory Memorandum to the amendments on the strengthening of the educational component of the education system.

Earlier it was reported that Russian President Vladimir Putin sent to the Duma the amendment to strengthen the educational component of the education system. Innovations should come into force from 1 September 2020. While educational programs should be aligned with the provisions of law no later than September 1, 2021.

In March adopted a presidential law on amendments to the Constitution of the Russian Federation, however, provided them the changes will take effect only if approved by citizens in a nationwide vote. Originally a vote was scheduled for 22 April, but in connection with the pandemic coronavirus it moved. According to the head of state, it is necessary to assess how the situation will develop, and make a decision about a new date for a vote on the basis of recommendations of experts.
