Andrey V., in early may, some media, without examining the documents, hastened to announce the elimination of “Opuscula” and “Kazantip” reserves, which are actually transferred to the fgbu “Zapovednoe Crimea”. What changes are expected in these areas?

Andrey Borodin: in 2018, several specially protected natural territories of Kazakhstan transferred to Federal custody. To do this, the decree of the RF government was created by Federal PAS: it preserves the “Yalta mountain-forest”, “Opuksky”, “Kazantip” and “Karkinitsky”, “Karalarskiy”, “Lebyazhy Islands”, “Karadag”, national Park “Crimea” and also preserves “Small pillaporno field” and “Karkinitsky”. Of those, six protected areas (four reserve and two nature reserves) was transferred to the jurisdiction of Federal “Protected Crimea”, that is, Ministry of natural resources, the national Park “Crimea” – in the jurisdiction of the Department of presidential Affairs of the Russian Federation, and the nature reserve “Kara-Dag” – Ministry of education and science of the Russian Federation. In November of 2019 created by the Federal “reserve Crimea”, developed the Charter of our institution and formed his administration.

For what are still reserves transferred to Federal custody?

Andrey Borodin: In accordance with the Federal law “On specially protected natural territories”, the reserve is the highest in Russia category with the most severe security regime and the most serious restrictions. And I, as a man long involved with the system of nature protection, the big surprise was the results of actions of Ukrainian law in Crimea: from the point of view of the legislation of the Russian Federation here the protection is not carried out at all. The name “reserve” was not obliged to anything, there was no special protection regime and control over its observance. The population began to perceive the Park as a Park where you can come for a walk just to leave the car on the roadside, where they want to build a fire, throw garbage or cigarette butt.

On what basis were selected protected areas of the Crimea to include in the new structure?

Andrey Borodin: They were selected as the most valuable and worthy of special security and environmental education activities. The creation of a joint Directorate and the concentration under one wing of such reserves allows reduce bureaucracy and save money. Are only the people working on the ground. To protect the reserves will be state inspectors in the field of environmental protection, vesting of the protocols. Territory management, logistics, environmental education and tourism will be coordinated from a single center. There is a science Department, employees for which we now select. Will also be established and scientific and technical Council of representatives of environmental agencies, the Ministry of natural resources, with whom we will jointly determine the plan scientific work.

What will change in the conservation of protected areas?

Andrey Borodin: promising for recreation territories, we create visitor centers where you can get the information or to issue the permits, or arrange sightseeing trips. To be in nature reserves will be possible only with the permission of the fsbi. And only on those trails and tour routes, which are defined by the institution. Such a procedure is already in place when visiting the national Park “Crimea”. For each of the reserve will correspond to its form of use and your approach. Our specialists for end of the year will develop a long-term program that minimizes the potential damage from the presence of tourists.

the most Difficult to change habits of visitors to the Yalta mountain-nature reserve…

Andrey Borodin: We understand how AGLS popular with tourists. The existing routes and point of display we are trying to amend the legislation, taking into account all constraints. Will certification the most popular routes, but certainly there will be places where we the people will not start for the sake of certain types of plants and animals. Recreational areas for tents and picnic area is equipped in accordance with all fire regulations that will help to reduce the number of fires in highly flammable pine forest. Also arrange the popular tourist trails – Taraktash, Shtangeevskaya and Botkin – making them the most comfortable and beautiful.

How can you get admission in reserve and what is the punishment for tourists who do not apply for a permit?

Andrey Borodin: is Now developing the website of the fgbi “Protected Crimea”, which will issue a pass online. Until then, you can send a request to the address zapovedcrimea@mail.ru and in response to the form to fill in. We will send a permission that it is necessary to have with you when you visit protected areas and to show the inspectors. While this service is free, but considering that the budget for the protection of nature reserves is not as big a part of the city and services will be paid. And for the residents of the Crimea in the presence of the registration price will be reduced at least twice. And beneficiaries established by law, will be able to visit nature reserves for free. Now tariffs for the approval by the Ministry of natural resources. The money will be spent on infrastructure and maintenance of tourist facilities.

Visit nature reserves without permission will be regarded as an administrative offence, punishable with a fine for individuals from 3000 rubles, for officials – from 15 thousand for legal entities – from 300 thousand. Over the last month have compiled vosseven administrative protocols.

you have the borders of the Crimean protected areas?

Andrey Borodin: In 2016-2017 installed and registered in cadastre only border AGSL. But still continues for several trials. So, we’ll continue to deal with the land, illegally derived from AGLS. There are striking cases of purchase of plots even in the Ukraine, when they were decorated and put on the cadastral account, and even built houses. And now it turns out that the areas with houses are within the boundaries of protected areas, but is not displayed on the public map. Especially for such schemes has changed cadastral numbering of the land, so the documents he was hundreds of kilometers away from the borders of Yalta, and in fact inside the nature reserve. And I guarantee these sites we will take complete ownership of the Russian Federation.

the Rest of the protected areas boundaries approved still have not. And if not this year then next year, we’ll have land all six PAS. The money for these purposes will be allocated from the Federal budget.

On the Internet is now walking and cadastral maps “kazantyp nature reserve”, in the center of which chopped up the land. Are these authentic cards?

Andrey Borodin: the area of the reserves transferred to the jurisdiction of the Federal has not changed. The border, we will clarify when carrying out land works, bringing them on nature. But it is now clear that somehow inside “kazantyp nature reserve” was the “island of freedom” as I call it. This is agricultural land, which at the time when the elimination of the collective farm distributed as shares to individuals. But our experts believe that the land never was agricultural because the local natural conditions – open spaces, constant salty winds, high temperatures and lack of fertile soil – making it impossible for growing there crops. The map on the website of the Federal service for state registration show the current state of Affairs, but if you use the Ukrainian archives, it is possible to see the same areas highlighted in blue. We sent in Rosreestr letter about the suspension of their registration, because after the creation of our fsbi people began to fuss and began to draw. But the right to suspend the registration of the property has only a court.

will Remain open for visiting the famous Tulip fields Opuscula reserve?

Andrey Borodin: to Visit this place will also be possible only under the personal responsibility of the guide and organizer. Unfortunately, we do not have any analytical data that would allow us to make the necessary calculations valid antropgenetic load on certain areas. Because until now, objective monitoring was not conducted, an unknown number of people visiting nature reserves, in General, a lot of questions. Now we collect these data to develop and publish the project construction and development to discuss. We are for the most constructive dialogue with society and environmentalists.

Your attitude to the so-called jeep tours on the Crimean mountains and steppes?

Andrey Borodin: Personally, my attitude is purely negative. Jeeping in mountain ecosystems is the most dangerous game from the point of view of ecology. And with any wild forms of tourism, to whom nature is very vulnerable, we will definitely fight. There are individuals who actively promote this type of vacation, and he is in demand. For a start we will leave some routes on the roads of fire-prevention appointment, on forest roads. But the anthropogenic pressure on the territory in any case restrict, and vehicles will gradually be abandoned. This year jeeping will be much less. Make effective protection with the use of modern technical means.

AHLZ very vulnerable from fire point of view. How will organized forest fire protection?

Andrey Borodin: the reserve will remain for two fire stations and two stations, storage of fire equipment. The level of fire danger in AGLS very high, because there is dominated by conifers, plus the constant winds, dry weather and lack of large bodies of water. Therefore, it is expected to increase the number of fire engines and implements for extinguishing fires. But I think one of the main reasons of frequent fires in AGLS is the lack of control. And even constant patrols can bring a specific result. Important and technical equipment. The current appliances are outdated, obsolete and does not meet today’s needs. And video monitoring, and drones to control is not actually used. The Ministry of environment has allocated additional funds for the purchase of fire equipment – this new machine, and extinguishing agents. And in August the contractor after the research reserve will offer a video monitoring system for surveillance and rapid response to fires. .
