When compiling the rating, analysts used the data of procurement with a positive difference between the initial maximum price and the total price of the contract. Such data will help to assess the quantitative variable of purchases, and cost – price contracts in competitive procurement.
According to the monitoring contract system conducted by the accounting chamber in the year 2019, on average, in the years 2014-2018 on one lot was filed only three applications. Thus, in Orenburg region have developed a level of competition that exceed the average for Russia, which indicates business activity in the region and the openness of the regional system of power.
the auditors of the accounts chamber came to the conclusion that two-thirds of the regional government contracts are with suppliers from the region. For Orenburg region have developed a network of suppliers in various industries a large share of “internal” contracts is not something strange. On the contrary, it indicates a healthy economic situation.
