Former assistant Secretary of state Victoria Nuland believes that Washington should use consistent and effective steps in relations with Moscow. In her opinion, there comes a time when the United States needs to show confidence and put pressure on the weak point of Putin, including Russian people.

In an article for Foreign Affairs Victoria Nuland said that the US has different views on Russia. Some think that Russia is “incorrigible outlaw country reacts only to severe punishment and deterrence”. Others see it as “lost”, but the newly resurgent great power, with which you want to engage in dialogue and to find compromises.

However, she continues, if you look at Russian-American relations in General, you’ll find “doom, Americans no longer believe in their ability to change the course of the game.”

Nuland writes that Russia today cannot be considered as monolithic and immutable country: the fall in oil prices, the crisis caused by the pandemic is growing among Russians, a sense of dissatisfaction — all of this for the Kremlin to new risks.

She believes that the US government needs to stop Putin to cut Russia’s population from the outside world. Washington should directly engage in conversation with the Russian people about the benefits of cooperation and the price that he paid for a hard failure of Putin’s liberalism, she said.
