The wife of the first Deputy Chairman of the Central Bank Sergey Shvetsov withdrew his candidacy for the presidency of the National settlement Depository, member of the Moscow exchange group. The reason could be the appearance of premature public information about the impending appointment. Now the acting head of the NSD is Maria Krasnova, who previously held the post of Deputy.Thursday, June 25, the Supervisory Board of National settlement Depository (NSD) had to approve the candidacy of Marina Shvetsova (formerly Alekhine) for appointment as its Chairman of the Board of the Depositary and send a petition to the Bank of Russia. However, according to “Kommersant” three sources close to the Moscow exchange, the group which includes the NSD, the point about her appointment was removed from the agenda of the meeting of the Supervisory Board. According to interlocutors, “b”, MS Shvetsova herself withdrew his candidacy for the presidency of NSD. The issue of her appointment was already almost solved (see “Kommersant” on 17 June). The Bank of Russia even came up with a mechanism to address the issue of conflict of interest because she is the wife of the first Deputy Chairman of the Central Bank Sergey Shvetsov, who oversees the regulator of the exchange infrastructure.Marina Alekhina until last summer worked as the Director of operations Department of the Central Bank (formerly the Department support and control of operations on financial markets). Shared her work experience with the Bank of Russia amounted to about 15 years. There she married first Deputy Chairman of the Central Bank Sergey Shvetsov. In June of 2019, she has held the position of Chairman of the National clearing center (NCC, part of Moscow exchange group), in which coordinated business processes, clearing activities, payments and accounting operations, as well as development of it systems. However, six months later left the NCC, as explained by two sources of “Kommersant”, because of a conflict of interest.As told “Kommersant” a source close to the Central Bank, Marina Shvetsov was asked to withdraw his candidacy. According to a source close to the exchange, in the middle of the month it actively communicated with members of the HR Depository. “And the Bank of Russia, the stock exchange has its own groups, and everyone wanted to see her head of such a mighty structure as NSD. Apparently someone has any questions,”— says one of Kommersant’s sources. Another source did not rule out that, if her nomination would become public after submission to the Central Bank of the petition and its approval, to cancel her appointment has become more difficult. Meanwhile, one of the interlocutors “Kommersant” notes that the Marina Shvetsova itself is not very eager to take this position.Previously, she was one of four candidates on a post of the head together with the head of Depository, Sberbank Yury M. Dubinin, a Board member of the specialized Fund “Insur-the Capital” Anton Ostrovsky and head of Department of maintenance of valuable bUmag ROSBANK Mikhail Bratanov (see “Kommersant-Online”, 11 March).
