Named the most effective MPs

The head of the Duma Committee on state construction and legislation Pavel Krasheninnikov, Chairman of state Duma Committee on budget and taxes Andrey Makarov and the head of the house Committee on education and science Vyacheslav Nikonov (all of "United Russia") topped the rating of "utilization Factor of the state Duma deputies of" in January – March 2020. It follows from the research of political scientists Dmitri Gusev and Alexey Martynov, which was presented on Monday at a press conference in TASS.

The rating was compiled according to the results of studies that were conducted from January to March 2020. Krashenninikov managed to keep the lead compared to the last rating (September – December 2019). Of the three leaders retired Chairman of the Committee on labor, social policy and veterans ‘ Affairs Yaroslav Nilov (LDPR) and Chairman of the Committee on financial market Anatoly Aksakov ("just Russia"), falling in the rankings on the 4th and 13th places respectively.

The ten most effective members on the results of the study also included, starting from fifth place, United Russia Deputy Valentina Tereshkova, the first Deputy Chairman of the Duma Committee on economic policy, industry, innovative development and entrepreneurship Valery Hartung ("just Russia"), first Deputy head of the Duma faction "United Russia" Andrey Isaev, Vice-speaker of the lower house of Parliament Peter Tolstoy and Irina Spring (both "United Russia"), as well as first Deputy head of Committee on natural resources, property and land relations Yuri Afonin (CPRF).

To calculate the final positions in the ranking uses four criteria: the results of the popular vote (the ability of the MP to mobilize supporters), index of the legislative activity of the Deputy, the index of media and the level of expert evaluation of the work of the Deputy in the region. The Chairman of the state Duma and leaders of parliamentary factions did not participate in the ranking, as have the "undeniable advantages in comparison with the rest of the deputies," said the study authors.

Tereshkova has the lowest results among the top 10 effective deputies of the state Duma according to the index of the popular vote and by the activity in the chamber (the ratio between the amount of performances and participation in the drafting of legislation to the total number of speeches and bills in the house for the session). However, it is the second indicator in the citation index – and 28.79, Tereshkova is inferior in this respect only the leader of the rating Krasheninnikov (of 34.81). The authors of the study remind us that Tereshkova became one of the media members, after its proposal to remove restrictions on quantity of presidential terms for the incumbent.

The authors of the study concluded that the ranking is led by state Duma deputies, who worked actively in the preparation of proposals on amendments to the Constitution of the Russian Federation.
