the Ukrainian foreign Ministry has prepared a secret document for the return of the Crimea. At the same time ex-Prime Minister Pavlo Klimkin has suggested to transform the region into a “challenge to Russia” and return it to the scenario of the Baltic. In Moscow warn that these actions will be prosecuted by law. What lies behind the new strategy of Kiev and if there is a real threat?

On Saturday, Russian Senator Vladimir Jabbarov has warned former Minister of foreign Affairs of Ukraine Pavel klimkina about the possible criminal liability for the words about the Crimea. The politician reminded that such a possibility has appeared thanks to the adopted amendments to the Russian Constitution, among which the fixed rate on the prohibition of alienation from the country of part of its territory.

This week the Federation Council approved a bill equating to more extreme violations of the territorial integrity of Russia or appeals to it. The criminal code was supplemented with article 280.2 of the same name, the punishment for which will be from six to ten years of imprisonment.

“the Former Minister of foreign Affairs of Ukraine, a Russian by birth, from the Kursk region in fact, may be prosecuted for these statements extremist… In fact, calls for secession of Crimea from Russia,” – said dzhabarov channel “360”.

Klimkin was born in Kursk. A graduate of the Moscow physical-technical Institute. Lives in Ukraine since the early 1990-ies. After the revolution of 2014 took the post of Minister of foreign Affairs and left the office in the summer of 2019 after losing the presidential election of Petro Poroshenko and the coming to power of Vladimir Zelensky.

On the eve on his page in Facebook Klimkin said about the “Crimean days.” He recalled the 80th anniversary of the signing of the Declaration of Welles, fixing the United States ‘ refusal to recognize Lithuania, Latvia and Estonia part of the Soviet Union. These republics seceded from the Soviet Union in 90 years. “Many in their de-occupation did not believe sanctions were not simply a clear and consistent position. And our Baltic friends believed and received what belongs to them”, – wrote Klimkin, without specifying how this Declaration can be associated with the release of the Baltic republics from the Soviet Union.

The ex-Minister also reminded about the upcoming anniversary of the signing of the “Crimean Declaration” from July 2018, which Washington does not recognize Crimea as Russian territory. “The Baltic countries waited 50 years, we have so much time, it is necessary to turn the Crimea in the external and internal problem for Russia, i.e. to become better RF and keep real friends, who share with us common values and common future”, – said Klimkin.

The expert community does not see sense in the words of the former Minister.

“a Klimkin can’t get used to the fact that he is no longer sitting in the chair of Minister. So he makes statements that should be atattracts attention to it”,

– said the newspaper VIEW political scientist Sevastopol Vladimir Jarallah.

In the words klimkina expert heard the repetition of propaganda slogans of the Ukrainian coup in 2014. “It is a ritual cries that the West will help us”, – said the analyst.

Crimea remains one of the main goals of foreign policy of Kiev. On the eve of the Ukrainian authorities announced the development of a secret document on the “de-occupation” of the Crimea. The work was conducted from may. Deputy Minister of foreign Affairs Emine dzhaparova called the document “only part of a larger strategy of de-occupation”. “And we hope that sooner or later Ukraine at different levels will be able to provide,” said Dzhaparov.

According to her, Kiev intends to create an international communication platform on the issues of Crimea, and while in the situation of the Peninsula, “unfortunately, the reaction of the world community” “quite fragmentary and sporadic”.

State Duma Deputy from the Crimea Andrei Kozenko sure that article 280.2 of the criminal code will be the argument in opposition to the new strategy of Kiev. The MP suggested that Ukrainian politicians do not even begin to reveal the essence of the document – as soon as its details become known, there will be those who will bear criminal liability for it. “Just to remind people living in parallel realities of Ukrainian politicians about the fact that the occupation of Crimea officially ended with the summing up of the referendum on 16 March 2014”, – said the Deputy.

In turn, member of the Federation Council Committee on international Affairs Sergei Tsekov considered Ukrainian plans ridiculous and expressed confidence that “this strategy fits in one name”. “Nothing real in the document, there can be. That is why the document of the Ukrainian diplomats and classified. In words, the strategy is, and in reality – the empty exhaust”, – said the Senator.

However, Vladimir Jarallah does not exclude that the strategy for “de-occupation” exists, because “any bureaucratic Agency needs to justify its existence and to formulate from time to time a certain number of waste paper”. “In this case we have a example of bureaucratic activities for activities.

What strategy secret can only lead to irony, as in Ukraine, by definition, there is nothing particularly secret.

All the fantastic events or decisions long ago known,” – said the source.

The expert added that in Europe and the United States there is an unspoken consensus that Crimea returned to Russia forever. “You can argue about how it happened, but the fact is beyond doubt. Until 2017, various techniques have been proposed to close the question of supplies of Crimea. In particular, this was stated by former French President valéry Giscard d'Estaing. Oneto in 2017 in the EU internal problems arose and it was decided to leave this question aside. And the US review the situation with the Crimea, by analogy with the Baltic States. They believe that Crimea should be part of Russia as painful lever that you can push with the aim to influence the country’s politics. It is clear that so far the result is zero,” – said Jarallah.

Ukraine, the expert adds, the West plays the role of a puppet who “does what she’s told”. “Therefore, Ukraine can make various statements and writing strategies for “de-occupation” of the Crimea, but the value of them exactly this, how useful it believes that the main customer” – says the analyst.

The Deputy Director of the Institute of CIS countries Vladimir Zharikhin agreed that the Ukrainian government is engaged in a stormy public relations campaign on all fronts. “It is clear that the real strategy of the metropolis. And if some is still written, it has little to do with reality. The less specific cases and the more complex the situation with the rating of the current government, the more conversations and loud statements,” said Zharikhin the newspaper VIEW.

Another striking example of this was the desire of Kiev to force the leaders of the “Normandy four” to meet in “the right place at the right time”. “Now they are going to return the Crimea. But the only possible strategy for the return of the Crimea – is the destruction of the Russian state. So, frankly, impossible to take seriously the announcement of a new strategy of Ukraine. It’s a real change of action steps. It is an imitation of work,” he said Zharikhin.
