the Deputies of the state Duma offered the first Amnesty of citizens on slight articles of the Code of administrative offences. The corresponding bill in the near future we intend to introduce in the lower house of Parliament.

How to write “Izvestia”, the authors of the initiative were the deputies Igor Lebedev, Yaroslav Nilov and Alexey Didenko. They proposed a draft resolution “On announcement of Amnesty concerning the persons who have committed administrative offences”, in conjunction with the 75th anniversary of the victory in the great Patriotic war. The document provides for the cancellation of fines on more than 30 articles of the administrative code. According to the legislators, Amnesty should mitigate the negative socio-economic consequences of the epidemic after COVID-19.

In particular, the deputies proposed to cancel the fines for traffic violations (except drunk driving), petty theft, public transport without a ticket, appearance in public places in a drunken state, the violation of hunting regulations, deadlines for filing tax returns and other offenses.

the Head of the Duma Committee on labor, social policy and veterans ‘ Affairs Yaroslav Nilov noted that earlier the state Duma has never declared an Amnesty for administrative violations, but the time had now come in view of the difficult situation of the epidemic COVID-19.

“Now we think it important to hold such an Amnesty, as the coronavirus seriously hit the economy and the solvency of citizens”, – said Nilov.

agree With him, first Deputy Chairman of the faction “Fair Russia” Mikhail Emelyanov. According to him, citizens have “no money”, and among them is growing anger, so the abolition of small fines could suspend that trend.

Amnesty is planned to extend only to natural persons who have committed light offence. Because its going to coincide with the anniversary of the victory in world war II, then a decision going to take until may 9th.

Earlier in the state Duma proposed to zero rate of VAT for children’s products until the end of 2020.
