Remote work in Moscow will allow to reduce circular migration of citizens and reduce the traffic on the roads, Chairman of the Moscow city Duma Alexey Shaposhnikov.

He noted that the amendment of labour laws was due primarily to an epidemic of coronavirus, but also this situation has already revealed pre-existing issues of workers and employers on registration of relevant legal relations in the framework of remote work. According to him, for such a huge megapolis as Moscow, these issues are particularly relevant.

"what are the advantages of remote working for Moscow? It reduces traffic on the roads. And this in turn leads to a decrease in the number of accidents and to improve the environmental situation, the solution to many logistical problems, or mobility the rest of the population, and many other positive aspects. Remote work will give a new impetus to the decentralization of Moscow, will reduce the circular migration of citizens and to increase the attractiveness of areas," said Shaposhnikov during a round table on the legislative regulation of remote working in Russia.

He also noted that for many employers, this format is a cost-effective solution.

"In particular, it saves on rental space, maintenance of buildings, transportation costs. For employees, the obvious advantage is the flexible schedule, the possibility of saving transport costs and time.

At the same time existing labour legislation does not contain special provisions regulating temporary or partial performance of an employee outside the stationary working place. The necessary changes that will provide clarity and certainty of legal regulations and, therefore, the real guarantee of the rights and responsibilities of employees and employers. The bill "On the regulation of remote (remote) work in the Russian Federation" solves these problems," said Shaposhnikov.

In early June, the Moscow city Duma submitted a bill about the possibility of a full or partial transition to remote work. Later, the Secretary of the General Council "United Russia" Andrey Turchak said that the proposals would take into account MHD in the form of amendments to the second reading of the draft EP.

The faction United Russia in the Duma had previously prepared a draft law "On amendments to the Labour code of the Russian Federation". It provides a systematic processing rules remote operation, the availability of their application, the possibility of combining office and remote work.
