it feels the construction industry and how it has affected the limitations associated with the preventive measures?
Ivan Belozertsev: For me as the head of the region was very important not to stop work of the construction industry. We have done so. It was necessary to observe safety measures to the construction industry continued to work. These measures have solved several important regional task. First, is the preservation of jobs. The industry employs thousands of people. It’s not just about the builders of the employees of design organizations, transportation and logistics companies responsible for the uninterrupted supply and logistics. The share of construction industry in the gross regional product is more than seven percent.
second, we have very serious problems associated with the implementation of national projects. Are constructed socially important facilities, which are open to residents, there are obligations to the Federal government on housing. We knew that if we stop the construction at the beginning of the season, it will incur heavy losses. And today, we are dealing with the area objectives.

How to support the demand for housing at the regional level? Some local programmes were the most popular?
Ivan Belozertsev: We issue mortgages according to the standards of the HOUSE.Of the Russian Federation at the rate of 3.5 percent per annum. Time has shown that this measure is the most effective way of state support of housing construction and stimulation of housing demand. Agency of mortgage lending of the Penza region issued more than 200 soft loans in the construction industry have attracted about 480 million rubles.
we Have a regional program, we do find the money. They are directed on support of needy large citizens. Almost 4.5 thousands of families have been able to use them. It is clear that today we consider the budget every penny. But for a particular family is very important.
we Have a regional payment for young families needing housing, in which within a year after marriage the first child is born. The payment is indexed, at present, its size is 328 thousand rubles. Only in Penza such payments were nearly 1,300 families.
we Have a special and regional housing program for families who have five or more children. They get half a million rubles. To me often come to mothers of large families and ask for help. I live in a one bedroom apartment and have six children. What to do? VLAthere’s often tells you to give birth, and we will support you. It was not just in words, we proposed the working mechanism of real assistance to such families. I happen to be these people away after the housewarming party. It was a completely other persons, other eyes. It was joy, it was evident that life is painted in very different colors – bright, life-affirming. It is very nice to see.
this year all of the regional housing program preserved?
Ivan Belozertsev: Yes, without exception. In addition, we transferred in the regional property more than two hundred apartments. We will provide them to young professionals in various fields. I decided that one hundred of them will be doctors working in the red zone and in need of housing. The keys to the first 10 apartments we have already handed in early July.
Penza oblast in the last years among the top three leaders in the implementation of the national project “Safe and high quality roads”. This year will be able to hold a high level?
Ivan Belozertsev: In the Penza agglomeration is the repair and reconstruction of the 94 sites, 44 of them are completed, commissioned 70 kilometers of roads, and all would be fixed more than 116 kilometers.
the Total amount of the road Fund this year in the Penza region is on the order of seven billion rubles. Such a large-scale road construction in the region was not many decades, 30 years at least. Now we have prepared a letter with a request to increase funding for this year, we feel that we will cope with the commitments.
Improvement comes in the middle of the countryside. In the district centers and villages are now asking to build not only the road and water but also a comfortable promenade, musical fountain. Do you support such requests from the ground?
Ivan Belozertsev: Life does not stand still and it’s good! We invest in the development of a comfortable environment in every district, create role models. Residents see it and support it. Funds for development of territories, it is expedient to allocate to those areas which they competently and efficiently learn and where residents are happy with the result of the transformation.
