Motoblue is working on a bill that would set limits for retail sale of alcohol, are located in residential buildings, the press service of Mosobldumy.

May 5 in Russia began to act the Federal law that was prohibited the retail sale of alcoholic beverages in small food service establishments located in residential apartment buildings. In addition, each region can set its own area.

The Chairman of the Moscow region Duma Igor Bryntsalov said that it was the long-awaited document and the government of Moscow region will take advantage of this right and establish in the region of its limitations.

Work on the document is conducted by the Committee of the Moscow region Duma on agrarian policy and consumer market.

According to the developed bill the retail sale of alcohol in the establishments located in apartment buildings will only be approved if their facility would be less than 50 square meters. It is 30 square meters more of the requirements established by the Federal legislation, which stipulates the possibility of trade in alcohol with a minimum area of 20 square meters.

The speaker of the Moscow region Duma noted that residents often complain about the noise and disruption of public order in these so-called the “Nalivaiko”. Such institutions create an unfavourable crime situation. The penalties for violations of the order are superimposed on disruptive visitors, and not on the institutions themselves, who are not responsible for customers. In addition, it raises questions and the quality of the product. Noted that it is often at these points is implemented by low-quality alcohol.

He stressed that the Moscow region Duma considers new restrictions are reasonable and important thing in this issue – caring for the health and comfort of residents. The consideration of the bill will be held at the next meeting of the Mosobldumy.

Previously, the Moscow region Duma has passed a law banning the sale of beer in homes, in retail outlets, the entrance to which is in the side of the building or from the courtyard. This ban has not affected the institution, is registered as catering and large chain stores.
