Of the five previously stated regions, only two — Moscow and Nizhny Novgorod oblast got the right to remote e-voting. The rest of the regions, the CEC considered insufficiently prepared.

on Thursday, June 4, the Central election Committee during the meeting approved the list of entities and their residents will be able to participate in remote electronic voting. The list includes Moscow and Nizhny Novgorod oblast. In addition to them in the preliminary list was St. Petersburg, Karelia and Krasnoyarsk Krai. Deputy Chairman of the CEC Nikolai Bulaev said earlier that for each of the regions members of the Commission will vote separately, the resolution decided to give the regions that will gather more than half of the votes of the CEC members (total of 13).

For Moscow voted 12 members of the CEC, against — one, in Nizhny Novgorod oblast — ten, one against and two abstained. Vs St. Petersburg spoke five CEC members, six abstained, against the Krasnoyarsk territory — three, six abstained. About Karelia opinions were divided as six members of the CEC voted in favor, one against, six abstained. In the end, the Commission decided not to include it in the list.

the Head of the Central election Commission, Ella Pamfilova has already admitted that remote e-voting could take place not only in Moscow, though earlier, in March, she claimed that this is unlikely. Formerly the St. Petersburg authorities have stated that they see no obstacles for the implementation of the city’s electronic voting system. however, Pamfilova said that the CEC will not allow to vote by mail during the national vote.

on Monday, 1 June, President Vladimir Putin signed a decree according to which the national vote to be held on 1 July. After that VTSIOM conducted a survey and found out that to participate in a nationwide voting finished 67% of Russians, with 61% going to support changes to the Constitution.
