Anton Inyutsyn the 27 drinking��standard regions are connected by a corridor-cluster principle, they already have some infrastructure. Our task in the future to make this project national. While 60-65% of the entire infrastructure for gas transport are concentrated in these regions, it was therefore decided to develop there. For each region, we calculated the minimum number of automobile gas-filling compressor stations (AGFCS), which should appear by the year 2025, that people were comfortable to refuel.

Anton Inyutsyn Government set the minimum number of stations for each subject, the region has the right to choose how many stations to build and when. Each territory has its own specifics and its own database to run the program. For example, before the Moscow transport hub faces a serious challenge to provide at least a comfortable transit vehicles. For this you will need to build dozens of gas stations.

a Key tool we consider reimbursement of expenses to investors who build these facilities. We want a year to build at least 100 to 120 objects. At the beginning of this year there were about 500 stations. Our goal in the next five years to bring their number up to 1200-1300. Only in pilot regions, we plan to build in five years, nearly 600 gas stations.

Now a lot of applications from regions with a request to add them to this program. We have a stack of letters from the governors. We prepared a proposal to expand the program throughout Russia. Anton Inyutsyn We came from the strategy of priority development, so that the infrastructure there as quickly as possible. All carriers with whom we met, in one voice say: we are ready to go, but we lack the refueling infrastructure. Only a few it is enough.

In some regions even experiencing traffic jams at the gas stations. For example, in the Stavropol region, many now are switching to gas. All the gas in the South has always enjoyed a great demand. But demand is still low, it is filling, loaded only by 10-15%. Target load any refills – 65-70%, that is, the potential is quite large.

Some regions propose to introduce a 50% discount or even remove the fee for “Plato”. Of course, in this case, probably tomorrow everyone will be on the gas. But road builders have to obtain money from the state. We can’t, encouraging one to take resources from others. For example, the same tax on the car goes to a good cause, the creation of infrastructure. Therefore it is necessary very accurately and carefully to support the transition to gas, in order not to affect other industries. The measures will still be from region to region vary, nothing is centralized here can not be in principle.

Anton Inyutsyn People often do not share LPG (liquefied petroleum gas which is a byproduct of oil refining) and methane (pure gas). We talk a lot about financial savings. Environmental effect from the transport of gas already calculated?

Anton Inyutsyn unfortunately, no. We look forward to the emergence of a methodology that would have clearly shown the effect of transfer of cars with diesel gas. Unfortunately, today verified such calculations do not exist, there is only expert. They show that investments in environmentally friendly transport compare with, say, improving the efficiency of treatment facilities of industrial enterprises. In addition, it often happens that the enterprises are located in industrial areas, and emissions from transport – everywhere, including in residential areas.

And if you create a pilot point, which will move gas, and to make measurements?

Anton Inyutsyn We have already proposed this to colleagues. Or use data of the engine manufacturers or automakers. They will have to be adequate methods, but it is not. Gas is a very serious environmental impact – virtually no soot and sulfur in contrast to traditional liquid fuels, but, unfortunately, we can’t calculate, despite the fact that we planned this program to convert to 12 thousand cars.

How you plan to encourage companies – owners of large parks railway locomotives in the world to use liquefied natural gas (LNG)?

Anton Inyutsyn RZD is one of the largest consumers of diesel fuel and fuel oil – about 8-9% of the market. It is about 2.5 million tons of petroleum products. If half of the Park translate into LNG, it will be a huge environmental and financial impact. Today, companies around 130 billion spending on diesel and fuel oil. In the case of the transition half of their vehicles on CNG, will be able to release almost 30 billion rubles per year. It’s a lot of money for development of Railways.

How to develop a network of filling stations CNG?

Anton Inyutsyn: In the near future to get the rules for granting subsidies to investors for LNG refueling. We plan to send for this purpose 4-4,5 billion rubles. Likely to be in 2023-2024. the Investor should obtain the money after closing all points on a specific corridor. We have divided the pilot into 12 corridors on the highway. The Ministry of transport helped us with this a certain conditional card. Went to 80, from 3 to 15 points on the corridor depending on the direction. The investor who wants to participate in the competition and then recoup the costs, and that approximately 60 million roubles per station, must apply it on the corridor. First of all, due to the introduction of combined-cycle power plants, reducing losses in networks and increasing the percentage of utilisation of associated petroleum gas, transport to a higher quality of fuel to Euro-5, etc.

There is only the greenhouse effect of the operation of the engine, the friction of the tires, but the negative of emissions to the atmosphere there. Anton Inyutsyn Reduced emissions of pollutants into the atmosphere in KPasnarski and Omsk. In Krasnoyarsk there is a modernization of CHPP-1, including the construction of a chimney with a minimum height of 270 meters, the reconstruction of boilers equipped with electrostatic precipitators, decommissioning of inefficient turbines, commissioning of the new turbine equipment and cooling systems. In Krasnoyarsk it is planned to replace 35 inefficient coal-fired boilers, and create new generating capacity at the Krasnoyarsk CHP-3. What work provides for a Federal project to provide transport of oil and gas comprehensive plan for the modernization and expansion of backbone infrastructure?

Anton Inyutsyn To increase the throughput of the main oil pipelines projects for the construction of the gas pipeline “Power of Siberia” (Eastern route), the section from the Chayandinskoye oil and gas condensate field to the border with the people’s Republic of China. Work on the main gas pipeline “Sakhalin – Khabarovsk – Vladivostok”. Also expanding to 50 million tons per year transport system “Eastern Siberia – Pacific ocean”.

In the framework of this project and the Federal project on providing affordable electricity plans to introduce more than 50 major energy infrastructure in the amount of about 700 billion rubles. the Main investments are planned extrabudgetary sources. 96% of the funds for the construction of already incorporated companies in the investment program up to 2024.

How to change the dependence on imported components in the energy sector?

The second departmental project will focus on the development of NGV market to stimulate expansion of the use of natural gas as a motor fuel, as well as the creation of appropriate infrastructure.

What can become a Federal project?

Anton Inyutsyn , Together with the Ministry of environment, the Ministry of industry, Khanty-Mansi Autonomous area – Yugra and “Gazprom oil” we are developing a Federal project “Technology development of hard-to-recover hydrocarbons”. It involves the creation of a complex of domestic equipment, which will ensure substitution of imported technologies and form competitive market of high-tech oilfield services in Russia. These technologies will ensure the independence of the country in the field of exploration and development of unconventional oil and gas. In addition, the project has high export potential.

Today, the project unites more than 20 research institutions, representatives of big business and wink. Implementation will involve development of more than 760 million tons of recoverable reserves of hydrocarbons and also increase revenues to 30 billion rubles per year due to the excise taxes and other deductions.
