the author of the initiative – the head of Committee of the Federation Council on economic policy Andrey Kutepov – proposes to amend 17-th article of the law on the conduct of the citizens of horticulture. If the amendments are accepted, from 1 may to 31 December 2020 General meetings of the horticultural society members on a number of issues will be possible in the form of absentee voting. It emphasizes Kutepov, you need to do to minimize the spread of viral infections. As told “RG” the Union of gardeners of the suburbs, today voting in absentia is allowed only when provided for by the Charter of SNT.

“Every SNT should be able to make decisions on issues that you want to say periodically: election or renewal of office of the President and the Board, approving income and expenditure estimates, contributions, and financial and economic justification, – said the first Deputy Chairman Mosobldumy, the Chairman of the Union of gardeners of the Moscow region Nikita Chaplin. – If not approved the annual budget of the CHT, there will be no money to pay for garbage collection, salary of the guards and electrician”.

Correspondence solves the problem of the lack of face-to-face quorum at a General meeting in the CHT, as many are willing to participate in the meeting but don’t want to go themselves or to write a power of attorney. In this connection it is necessary to amend the existing legislation. “It is important that the correspondence a meeting in the CHT took place under the law: the procedure for preparing, reviewing draft documents and check the credentials of the participants of the meeting must be respected in the same way as with full-time,” – said Chaplin.
