The head of Russia Vladimir Putin discussed with President of Ukraine Vladimir Zelensky the situation with the conflict settlement in the Donbass, which lasts for six years. The parties touched upon several aspects. Among them the new measures on the ceasefire, following the Minsk agreements and the release of detained persons.

Between Russian President Vladimir Putin and his Ukrainian counterpart Vladimir Zelensky had a telephone conversation. During it the parties discussed the settlement of the conflict in the South-East of Ukraine. The conversation, as noted in Moscow, was held at the initiative of Kiev.

In particular, as noted in the press service of the Kremlin, the heads of state positively assessed that the contact group in Minsk adopted additional measures to cease-fire, which take effect Monday, July 27. These steps involve a ban on the offensive and sabotage. In addition, Smoking fire, including sniper. Also, the contact group came to the conclusion that it is necessary to prohibit the placement of weapons in populated areas.

It should be noted that the self-proclaimed representatives of the Donetsk and Luhansk people’s republics announced that they are ready to go to a full permanent cease-fire on July 27.

“we discussed in Detail the various aspects of Ukrainian settlement. Diagnosed need to improve the efficiency of the negotiation efforts of the Minsk contact group,” reads the statement of the administration of the Russian President.

The press service of the head office of Ukraine, in turn, noted that Putin and Zelensky spoke about the demining of territories in the Donbas. In addition, they raised the issue of opening new crossing points on the demarcation line.

The Ukrainian President said that it is necessary to take steps to release detained persons.

“the Parties also discussed the law on the special order of local government in certain districts of Donetsk and Lugansk regions, which is under consideration in the political subgroup of the trilateral contact group, and the law on decentralization, which introduced changes in the Constitution of Ukraine”, — approves a press-service of the office of the Ukrainian President.

The head of Russia expressed “serious concern” about the fact that Ukrainian politicians have repeatedly said that the Minsk agreement (on which is based the work of “Norman Quartet”) should be revised. Putin also paid attention that the resolution on holding the local elections in 2020, which took the Verkhovna Rada on July 15, contrary to the agreements.

In a statement, the Kremlin emphasizes the opinion of the head of Russia, which believes that the position that the Minsk agreements, there is no alternative (its Zelensky voiced in the course conversation), “needs to find its confirmation in the real actions of the Kiev authorities”.

Kiev has repeatedly stated that the agreements concluded in Minsk in 2015, obsolete. Himself Zelensky in December last year noted that a number of provisions of the agreements must be replaced, because from the moment of signing has changed the situation.

This opinion is only about the full package of the document was expressed by Ukrainian Vice Prime Minister Alexei Reznikov. “Today they do not correspond to the realities in which Ukraine was, when was the agreement as a political and legal agreement. Because today the time stipulated in the Minsk agreement — 2014-2015 — has expired, and implement the Minsk agreement”, — he said in early July.

Reznikov also noted that the process of reintegration of Donbass in the Ukraine will take at least 25 years. He is sure that “safe reintegration is a long time.” According to policy, South-East of Ukraine “will long remain a war zone,” because it would take a generation to change “the mentality of the people.” In particular, he was referring to children who are aware of what war and “do not know what a free Ukraine”.

Moscow, in turn, said that concerned about the statements of Kiev on the revision of the Minsk agreements. Putin’s press Secretary Dmitry Peskov noted that it was “a very dangerous trend in statements by the leadership in Kiev.” This position can lead to delay the process of peaceful settlement of the conflict between Ukraine and the self-proclaimed republics.

The fighting in the South-East last 2014. During this time, killed about 13 thousand people, said the UN. DND and LNR require that the Constitution of Ukraine was assigned to their special status, but Kyiv is in no hurry to do it.
