The UN security Council passed resolution Russia, which offered to leave one transition on the border of Syria for cross-border delivery of humanitarian aid to the country.

Voted for the document four members of the security Council, against seven abstentions and four.

For the delivery of humanitarian aid to Syria until today, I used two crossing with Turkey — "Bab-El-Hawa" and "Bab-es-Salam". The mandate of this checkpoint was to expire July 10, so for them the security Council was to adopt a resolution.

Earlier, Russia and China have vetoed two resolutions Belgium and Germany, involving the extension of the two border crossings instead of one.

In Russian resolution, a copy of which is available to RIA Novosti, it was said that the mechanism of cross-border delivery of humanitarian aid created as a temporary measure in 2014. According to the text, the UN security Council called on all parties to ensure a secure and dignified humanitarian assistance to Syria in 2020.

The draft says that the UN security Council decides to extend the work of the border crossing "Bab-El-Hawa" for a year.

It also States that the security Council expresses its grave concern at the humanitarian situation in Syria, in particular in connection with the negative impact of unilateral coercive measures against Damascus. The text says that they threaten the access of Syria to medicines and medical care needed to combat the pandemic coronavirus.

In addition, according to the text, the UN security Council requests the Secretary-General to submit a report on the direct and indirect effects of unilateral coercive measures imposed on Syria, its socio-economic situation and humanitarian supplies from abroad.

The report, to be submitted not later than 31 August, must also contain an analysis of the impact of coercive measures on economic and humanitarian cooperation between the Syrian government and member States of the UN.

Mode simplified the delivery of humanitarian and medical aid to Syria from neighbouring States (primarily across the border with Turkey) through the front lines and the border crossings since July 2014. Such a mechanism has been renewed annually. In the framework of humanitarian UN agencies and their partners had the right to use the routes through the confrontation lines and four border crossing points: "Bab-es-Salam", "Bab-El-Hawa" (both on the border of Syria and Turkey), "El Arabia" (border with Iraq) and "al-Ramtha" (border with Jordan).

As the Syrian army began to take control of more territories, Damascus and Moscow began to advocate a phasing out of the operation of border crossings. As stated by Russian and Syrian parties, and now humanitarian aid must be delivered to the areas through the territory of Syria, and not from the territory of neighboring States.

In JanuaryB UN extended the mandate of only two checkpoints on the border with Turkey. "El Arabia" and "al-Ramtha" has ceased to function in the framework of cross-border delivery of humanitarian aid. It is extremely comfortable with the Western partners in the security Council.

Russia’s permanent representative to the UN, Vasily Nebenzia said that the mechanism of cross-border delivery of humanitarian aid was conceived as a temporary emergency measure that the Security Council has endorsed, to provide humanitarian support to the conflict-ridden country. Now, according to the Ambassador, the time has come to gradually phase out this mechanism in order to replace it with humanitarian supplies that will be carried out in accordance with the principles outlined in the UN General Assembly resolution 46/182.
