The financial part of the Federal targeted investment programme (FTIP) can go to system “the Electronic budget” — the proposal was made by the Ministry of Finance, preparing adjustments in the rules of its formation. De facto we are talking about the return of the FTIP, with a volume of hundreds of billions of rubles a year for three decades is actually the former isolated part of the budget with its own rules in a regular component of the Federal budget. In the future, expect in the Ministry of Finance, the FTIP may be a registry of projects, reflecting the entire life cycle of investment — from the decision to enter the facility. A similar approach has already been implemented by the Federal Treasury to work with the state order. The Ministry of Finance proposes to revise the order of formation of the financial part of the FTIP — the Ministry has developed a draft decree of the government of his immersion in the system “Electronic budget”. As the Ministry of Finance, now the program “is formed outside the framework of the procedures of budget planning,” which complicates the process of allocating funds to projects and their redistribution. Under the current procedure, which evolved in the 1990s, agencies submit their proposals to the MoE, which transmits the data to the Ministry of Finance for their subsequent bringing to the Federal Treasury (FC). Under the project, the Department will need to submit their proposals in Electronic budget, and the same will be formed and proposals for changing the limits. Thus, according to the Finance Ministry, the procedure of formation of the FTIP will be simplified, the Agency will be spared from having to send data to each other, as they will be reflected in the “Electronic budget”.This idea continues the work of the Ministry of Finance to reform the PFM system and budget execution in the framework to improve the efficiency of government spending is already the year 2021 the system will be running Treasury payments, involving the transfer on the side of the FC of all budget transactions to reduce costs and timing of transactions between participants of the budget process (see “Kommersant” on 5 July 2019). Other initiatives to improve fiscal discipline associated with the consolidation in the Treasury and accounting functions of ministries and integration of these data with a Single informational in public procurement, the full digitalization of execution of public procurement, from planning to payment and accounting of results of its execution, as well as immersion in electronic budget data of the auction of state property, regularly subjected to criticism for ineffectiveness (see “Kommersant” on March 19).Formally, the inclusion of funding in the “Electronic budget” should solve the problem with an annual transfer of funding — as long as it remains the most inertial part of government spending. Performance funding annually criticismis, and in 2019, according to the chamber, it was the lowest for 16 years and was 76% (643,3 billion rubles). De facto such changes, apparently, will be deprived of funding its long-term informal status of an isolated part of the budget with special rules work. The FTIP is the first public building, and around the program 2000-2010-x was formed completely separate the practice of relations of power, associated primarily with regional policy and soinvestorami.Note that the economy in 2018, have already piloted the consideration of proposals for change costs for implementing the FTIP via E-budget. However, in their methodological recommendations in 2019, the Ministry said they had identified the technical problems which do not allow to consider proposals for savings and reallocation of funds through the system, and then asked departments to submit their proposals outside the “Electronic budget”.In the future, the Ministry of Finance expects that the FTIP will be a single registry be created for the state account of objects that will eliminate the need for annual revision and refinement of their parameters in relation to the budget cycle. As planned by the Department, the funding will then reflect the entire life cycle of investments, from deciding about their implementation, and ending with commissioning. This will require changes to the Budget code.Professor, Department of Economics and Finance of public sector of the Institute of state service and management Ranhigs Lyudmila Pronin says that the main problem in the management of the FTIP is the need long-term agreements between the Ministry of Finance and Ministry of economy documents, when you change her passport — and the idea of “immersion” programs in the Electronic budget are relevant. However, adds Ms. Pronin, for the transformation of the FTIP in the register of projects it is necessary to continue work on creation of information system “Investment” — by October, the Finance Ministry and the FTS will be available to support the execution of agreements between organizations and regions and their monitoring.Evgenia Kryuchkova, Diana Galieva, Dmitry Butrin
