“it’s No secret that most equipment is manufactured using imported electronic components. The paradox to import the finished instrument can be with zero duties, and the components for its production in Russia – with the duties to 5%, which also affects the final price,” – said the Ministry of industry and trade. A zero VAT rate and abolition of import duties on components will be able to create equal conditions for price competition between Russian and foreign production.

to Zero VAT is only available on items from a Single registry of electronic products. This is a list of electronics, which is guaranteed to be Russian. Now in the registry included washing machines and ovens, computers and accessories, radio systems and much more – over 900 positions.

But the limitation of the single registry may create problems, warns the Association of Russian developers and manufacturers of electronics (ARPA). Some large production orders are distributed and executed in parallel Russian and foreign contractors. Part of the manufacturing operations undertaken by them, can be attributed to the electronics industry, and the other part, for example, Metalworking, will not be applied. This means that you will have to organize separate accounting of the costs and input VAT for each product and for each batch, which in fact would rule out automation of the VAT and make it impossible for the automation of inspections of the Federal tax service, the Association of fear.

Organization of this separate accounting will require companies to additional costs recognized in the Ministry of industry. In addition, the Ministry of Finance opposes the zero VAT. “In the economic downturn, a zero rate of VAT will lead to a shortfall in potential revenue in the budget. According to our estimates, about 29 billion rubles a year. But we must choose – either we make a leap, as requested by the President, strain and take away most of the internal market, or do nothing and complain about life”, – emphasized in the Ministry of industry.

In January 2020 was adopted strategy of development of electronic industry. By 2030 it is planned to increase the share of civil electronic products in the total volume of industrial production up to 88%. The share of Russian electronics shall not be less than 59%.

Now the Ministry is preparing a series of measures aimed at support and development of the electronics industry. Among them – a ban on the procurement of imported electronics. They will be possible only with the permission of the Ministry. Also jointly with the Finance Ministry the issue of the establishment of reduced rates for social security contributions. Such measures already exist for the software developers.
